Latest Update: Temporary Restraining Order Granted

June 6, 2025

Dear Current and Future International Students, Scholars, and Recent Alumni,

We are writing to share that the federal court in Boston has granted a temporary restraining order (TRO) blocking implementation of the June 4 proclamation restricting entry for those holding student visas at Harvard. As Harvard University President Alan Garber said in his June 6 message, “This step by the court halts enforcement of the proclamation while our case proceeds. The court also extended its previous order, stopping the federal government from revoking Harvard’s Student and Exchange Visitor Program (SEVP) certification. A hearing has been scheduled for June 16.” The situation remains extremely fluid. We will continue to share updates with you when they become available.

We also recognize that our international community is still experiencing considerable uncertainty. Among other immigration concerns, there is a second proclamation that restricts or limits entry of foreign nationals from 19 countries set to take effect on June 9. The Harvard International Office (HIO) will be in contact with the individuals affected by that proclamation, and we will continue to share updates with you as the implications and considerations around this executive action move forward.

Finally, thank you to those who have already filled out the HIO’s visa status survey. If you haven't yet, please take one minute to complete it now.

We will continue to communicate with you regularly and share the latest updates by email and on our website.

Sincerely,

Harvard International Office & the Office of the Vice Provost for International Affairs
